Department Heads
Police Department – Nothing to Report
Emergency Management – Nothing to Report
Building Department – John Freeman stated that the building permit requests are still coming in and that revenues are up. He has stated 12 permits have been issued since he was last before the board. There is a new home being built on Durgin Road.
Fire Department – Chief Alan Quimby gave an update on the Engine 3 the fire truck with the cracked frame. He has faxed the maintenance history to Greenwood Emergency Vehicles so they could review this information. John’s Wrecker Service has given a quote of $0 to tow the fire truck from Hooksett to North Attleboro where they can evaluate the truck further. Currently the fire department is experiencing computer issues as they decommissioned the server this morning. MainStay was in route to the fire station to fix the issue. Canterbury Road was closed on Sunday due to low wires. Chief Quimby tried to radio the road agent and it did not go through he apologized for not calling him after the push to talk option did not work.
Mr. DeBold asked the fire department to research and bring information to the board about other viable options for the fire truck.
Fire Fighter’s Association – President Ed Millette updated the board on the outcome of the spaghetti dinner that was held on November 20, 2013 to benefit the food Pantry. The received $263.31 in donations as well as non-perishable food items that were delivered tonight.
Highway – Road Agent Jim Plunkett reported that he received three quotes for a sander chain. Although he does not need it now he knows that one will need to be replaced. The quotes were as follows:
E.W. Sleeper $1,034.58
Montage Enterprises $1,095.00
Donovan Spring $1,078.00
A motion was made by Mr. Paveglio and seconded by Mr. DeBold to authorize the Road Agent to purchase a sander chain from E.W. Sleeper in the amount of $1,034.58. Motion Passes.
If the weather is decent next week the highway department will work on the driveway at the fire department. Earl Weir stated that there is more material available for the department to pick up and use.
Forestry Fire – Stephen Stock updated the board on the 2 fires that were had. The one on Dover Road was caused by a chain that was being dragged by a truck trailer truck and the other was from a party that had ended and the fire was not put out. We are seeking restitution on the second fire. During hose testing 5 hoses failed. Another 2 have burst so he is ordering 4 new lengths of hose.
Board of Selectmen -The property at 313 Dover Road is being looked at by a buyer but the question was raised if the junkyard license goes with the property or the person. The license goes with the person so the new buyer will have to start the license procedure from scratch. Jamie Pike contacted the Junkyard Dog who has assisted the town in the past and asked him to put together a quote for this process. Jamie will bring this to the board at their next meeting.
Supervisors of the Checklist – Doug Hall informed the board that he has two names of people that are willing to fill the 2 open positions until March. He is hopeful that he may have some interested in serving after the election. He will bring forward names to the selectmen in the coming weeks.
Tax Deed
Evelyn Pike discussed the tax deeding of Map 3 Lot 68B. This is the Chichester Condominium Corporation property. She was informed by the town attorney that the bankruptcy case regarding this property had been closed and was advised by the town attorney to file the tax deed. The Chichester Condominium Corporation was noticed by certified mail. One of the two letters were signed for and picked up by Mr. Austin but the other certified letter has not. The tax deed was signed on November 25, 2013, at 11am and then at 1:33pm the same day the town was served by Merrimack Superior Court referencing this case and stating that a preliminary injunction had been filed. A court hearing is scheduled on December 9, 2013, at 10:00.
Mrs. Pinard informed the board that the town attorney has stated that the town can move forward with the tax deeding this evening if they so choose but that the attorney did recommend waiting until after the court hearing on December 9, 2013.
Mr. Austin informed the board that he has finally received a court date in April regarding his claim into the title companies for the mortgages that were written by the FRM. He stated that the title company is responsible for the mortgages but they are refusing to pay them so the court will make the final decision in April. He stated that if he wins he will be able to pay the back taxes but if the court rules against him he will be finished.
Mr. DeBold stated that waiting for the court date would be the best thing to do.
Mrs. Pike stated the outstanding taxes for 2009 were approximately $7,000 and taxes due for 2010 are approximately $11,113. These are what the tax deed is based off of. But this will be increased in March.
Mr. Austin asked questions regarding his property tax bill and the assessment. He stated that he had spoken with the assessor. Mrs. Pinard gave him the abatement paperwork so that he could start the process if he chose too.
Consensus of the board was to wait until after the court hearing on December 9 to make a decision.
Other Business:
Community Building
Mr. Paveglio reviewed what needs to be done with the board, such as the reconfiguration of the bathroom, the electrical work, as well as the stove being disconnected. Mr. Paveglio asked Mr. Plunkett if he reach out to the volunteer who stated he would be able to assist with the electrical worked need. Mr. Plunkett stated he would and he would follow up with Mr. Paveglio.
Food Pantry Donation
A motion was made by Mr. Jordan and seconded by Mr. Paveglio pursuant to RSA 31:95-n, the Board of Selectmen shall accept and authorize the expenditure of unanticipated funds in the amount of $263.31 received from Chichester Fire Fighters Association to support the Food Pantry. It shall be the responsibility of the Town of Chichester to maintain an accurate record of all funds, detailing their expenditure, and that such records shall be made available upon request. Motion Passes
Holiday Meeting Schedule
The Board of Selectmen will not be meeting on December 24, 2013. They will be meeting on Monday night, December 30, 2013, at 7pm. There will be no meeting on December 31, 2013.
Being no further discussion, a motion was made by Mr. DeBold and seconded by Mr. Jordan to adjourn the meeting at 8:35pm. Motion passes.
